In a recent presidential evaluation compiled by a panel of experts, Abraham Lincoln was deemed the preeminent president of the United States, whereas Donald Trump secured the lowest position.
Abraham Lincoln once again occupied the highest position among presidents in the 2024 Presidential Greatness Project expert survey, a third time he has held this position. He also led the rankings in the surveys conducted in 2015 and 2018.
The 154 respondents to the survey were scholars who have recently published peer-reviewed academic research in key related scholarly journals or academic presses, as well as current and recent members of the Presidents & Executive Politics Section of the American Political Science Association, which bills itself as the preeminent organization of social science experts in presidential politics (as stated in a press release from the Presidential Greatness Project).

Participants were requested to rank presidents on a scale of zero to one hundred, where zero denoted an unsuccessful presidency, fifty represented average presidency, and one hundred represented an exceptional president. Thomas Jefferson ranked fifth, Franklin Delano Roosevelt ranked second, George Washington ranked third, and Theodore Roosevelt ranked fourth, all within the top five in the rankings.
The survey assigned Trump the lowest ranking, placing him below James Buchanan (44), Andrew Johnson (43), Franklin Peirce (42), and William Henry Harrison (41).
The release argues that respondents’ political affiliation and ideology did not “tendency to make a major difference overall” in the rankings, although there were a few outliers, primarily with regard to recent presidents.
Conservatives or Republicans were more inclined to assign higher rankings to Ronald Reagan, George W. Bush, and Trump. On average, Republican respondents ranked Reagan fifth, Bush nineteenth, and Trump 41st. According to the consensus ratings of Democratic respondents, Reagan ranked eighteenth, Bush 33rd, and Trump 45th.
Barack Obama and current President Joe Biden, who ranked sixth and thirteenth, respectively, among Democratic respondents, and fifteenth and thirty-first, among Republicans, revealed a comparable partisan divide. In the opinion of Republican respondents (10th), Bill Clinton, a Democrat, was ranked higher than by Democrats (12th).
